Does Utah Medicaid Cover Therapy in Utah?
Yes. Individual therapy, group therapy, family therapy, psychiatric evaluation, and medication management are all covered behavioral health services under Utah Medicaid. Our clinical team is credentialed in cognitive behavioral therapy (CBT), dialectical behavior therapy (DBT), eye movement desensitization and reprocessing (EMDR), internal family systems (IFS), and somatic therapy. These are the evidence-based approaches that treat what is underneath a substance use disorder, not only the use itself.
Utah Medicaid also does not charge copays for outpatient mental health or substance use disorder services.
Does Utah Medicaid Cover Inpatient and Residential Treatment?
Utah Medicaid covers inpatient psychiatric care and residential behavioral health treatment when the care is medically necessary. Whether your specific plan will authorize a residential stay at The Phoenix depends on your plan, your clinical assessment, and a prior authorization review. Higher levels of care require that review before admission, and our admissions team handles it with your plan directly so you are not the one making those calls.
Our residential unit in South Jordan has 44 beds, 28 for men and 16 for women. The average length of stay is roughly 33 days, determined by clinical and medical necessity rather than a fixed program calendar.
How Your Utah County Affects Your Behavioral Health Coverage
This is the part almost no one explains, and it causes more confusion than anything else on this page.
Utah handles behavioral health differently from medical care. In most counties, mental health and substance use services are carved out of your regular Medicaid health plan and managed instead by a county Prepaid Mental Health Plan, run by the local mental health authority. In five counties, Davis, Salt Lake, Utah, Washington, and Weber, adult expansion members are enrolled in integrated plans that manage both physical and behavioral health together.
The practical effect: the organization that approves your treatment may not be the plan name printed on your card. It depends on where you live and which Medicaid category you fall under. This is why one person is told their Medicaid covers treatment at The Phoenix and their neighbor is told to call somewhere else.

The Phoenix Recovery Center (TPRC) is in network with the following Utah Medicaid plans:
- University of Utah Health Plans Medicaid (Healthy U Medicaid)
- Health Choice Utah
- Select Health Community Care
- Utah State Medicaid
If your card shows one of these names, you are in the right place. If it shows something else, call us anyway to verify your exact insurance plan’s coverage. Plan assignments change, and we would rather check than have you assume the answer is no.

Who Qualifies for Utah Medicaid in 2026
Utah expanded Medicaid in December 2019, stating, “The expansion extends Medicaid eligibility to Utah adults whose annual income is up to 138% of the federal poverty level ($17,608 for an individual or $36,156 for a family of four). The federal government covers 90% of the costs for these services, with the state covering the remaining 10%,” according to the Utah Department of Health & Human Services.
Since then, most low-income adults can qualify, not only parents, pregnant women, and people with disabilities.
According to the state of Utah, to qualify under adult expansion coverage, you generally need to:
- Be between the ages of 19 and 64
- Be a U.S. citizen or a qualified non-citizen
- Be a resident of the state of Utah
- “The monthly income standard varies between approximately 55% and 133% of the Federal Poverty Level, depending on category.”
There is no asset test for expansion adults, which surprises many families who assume savings or a vehicle will disqualify them.
Utah also runs a separate category called Targeted Adult Medicaid. It covers adults 19 to 64 with very low income who are chronically homeless or involved in the justice system and need substance use or mental health treatment. If you have been told in the past that you only qualified under those narrower rules, it is worth checking again. Expansion coverage reaches far more people.

What Utah Medicaid Covers at The Phoenix
The Phoenix Recovery Center treats adults 18 and older for mental health disorders, substance use disorders, and both together. Our dual diagnosis model means the two are assessed and treated at the same time by the same clinical team rather than handed off between programs.
